Manas District reads through water before scenery. Semetey is the administrative point, but Kirov Reservoir gives the district its strongest travel image: a Soviet-era dam, stored river water and irrigation systems that reach beyond Kyrgyzstan into Kazakhstan. That makes Manas different from the more literary Aitmatov District or the heritage belt closer to Talas city.
